Prison management in PRC began and develops with the founding of People's Republic of China.
Regulations of the People's Republic of China on Reform through Labor, promulgated by the Government Administration Council of the Central People's Government on September 7, 1954, is the first regulation on reform through labor/re-education through labor. It had been used as the prison law for over 40 years until the Prison Law of the People's Republic of China was adopted on December 29, 1994 at the 11th Meeting of the Standing Committee of the eighth National People's Congress. The issue of the first socialist prison law by PRC marks the starting of prison legalization in China. To guarantee the enforcement of the prison law, the Ministry of Justice issued supporting laws such as the Code of Conduct for Prisoners and Provisions on the Work of Prison Education and Reform.
